Follow this steps to change the footer background colour in divi theme.
1- Login into your wordpress dashboard.
2- Goto Divi – Theme Option.- Custom CSS
3- Add this code in custom css #main-footer, #footer-buttom{
background-color: #0285b9
}
4- The red colour code indicate colour.
5- Lastly Click On Save
